Can't Pay the Energy Bill? Ohio's PIPP, HEAP, and the Winter Reconnect Order
Comparison shopping helps when the bill is annoying; this guide is for when the bill is impossible. Ohio has one of the stronger utility-assistance safety nets in the country β but every program requires you to invoke it. Nothing here is automatic, and the worst strategy is silence followed by disconnection. Here's the map.
PIPP: pay a percentage of income, not the bill
The Percentage of Income Payment Plan (PIPP Plus) is Ohio's flagship: qualifying households pay a fixed share of their monthly income for utility service instead of the actual bill, all year, every month, regardless of usage or season. Income limits track the federal poverty level (currently in the range of 175% FPL β verify current thresholds when applying). Paying your PIPP amount on time also erases portions of old arrears over time, which makes it a debt-workout program as much as a discount. Apply through the Ohio Department of Development's energy assistance programs or your county Job & Family Services / Community Action Agency.

HEAP: the annual heating benefit
The Home Energy Assistance Program (HEAP) is Ohio's version of the federal LIHEAP benefit: a once-per-heating-season credit applied to your main heating bill for income-qualifying households. There's also a Winter Crisis Program (emergency HEAP) for households facing disconnection or with less than a quarter tank of bulk fuel β it can pay to stop a shutoff or restore service β and a Summer Crisis Program aimed at cooling for medical needs and seniors. Applications run through your local Community Action Agency; the crisis programs generally require an appointment.
The Winter Reconnect Order: the $175 lifeline
This one is uniquely Ohio and too few people know it: each winter heating season (roughly mid-October through mid-April), the PUCO's Winter Reconnect Order lets a residential customer restore or maintain service for $175 β once per season β even if the amount owed is far larger, regardless of income. If you're disconnected (or about to be) in January owing $900, $175 plus a reconnection fee gets the heat back on while you arrange PIPP, HEAP, or a payment plan for the rest. Call your utility and say the words "Winter Reconnect Order."
Payment plans and the phone call that starts everything
Utilities offer standard payment arrangements (spreading arrears over 6β12 months, budget billing to flatten seasonal swings). All of it β PIPP, HEAP referrals, plans β starts with calling your utility before the disconnection date, when your leverage and options are largest.
